About the Pay Matrix
What the 7th CPC Pay Matrix Means
The 7th Pay Commission replaced the old pay bands and grade pays with a single unified Pay Matrix. It has 18 levels (plus Level 13A) arranged vertically. Within each level, pay progresses through numbered cells — each cell represents one annual increment of approximately 3%. Employees move down one cell on 1 July each year.
The entry pay in Cell 1 of each level is the minimum basic pay on joining or on promotion to that level. The maximum pay in the last cell represents the ceiling for that level — after which further increments are not payable (though promotion to a higher level remains possible).
All allowances — DA, HRA, TA — are calculated as a percentage of basic pay. As basic pay increases through annual increments, all allowances increase proportionally. The in-hand salary shown on each level page is an estimate. Actual take-home pay depends on your specific posting, city class, deductions, and other allowances applicable to your department.
